R3 is current limiting resistor to Vz i.e. zener diode. You can decide the current flowing through zener diode based on datasheet. For this application you can consider e.g. 5mA to bias the zener diode. e.g. you are using 5V zener so R3=(Vin-5V)/5mA. Hope this will help you.

R3 - selection based on zener knee current.
T1- selection based on load current, PD=Vce*Ioad
