Developing is important so that your population dosent ruin ur country since trading is only early game. And the more population the more expensive the spending.

My best answer to that is if you don't know how to use navy, spend in arty technology because arty wipes out ships including battleships and aircraft carriers. Also, if you do want to produce a navy, just make sure it has battleships, destroyers, and submarines and tons of it.
