The joke is that typically, Slavic countries' way of saying 'yes' is 'da', except for Slovenia who's Slavic but also has Germanic influence, thus they say 'ja' like other Germanic countries. On top of that, Romania, which considers itself a Latin country, say 'da' instead of 'si' or 'oui' like other Latin nations, thus, saying 'da' does not make Romania into a Slavic country.
