@@azhe6144probably because of how they work. Instead of dazzlers, they're moderately high powered lasers meant to blind enemy optics and targeting systems. Imagine you lase a Type99 and instead of getting a distance, your LRF just breaks (and maybe even your optic). It's even worse when you consider this would also apply to aircraft who would then have to fly back to the airfield and repair. TLDR; it would break the game.
