Big difference between a drought and poor planning. Drought is when there is no rainfall, poor planning is when it rains like this and the water is not caught properly!

With all the rain that CT has had in the recent past, am wondering why the government does not design 'catchment areas' or put some kind of feature in place where rain can be caught and conserved for future use. The dams would have been filled already if they took advantage of the rain and not just let it all go to waste.
