I wouldn't really call toppat civil warfare ending all that bad. It is obtained with Rapidly Promoted Executive and Ghost Inmate, Henry betrayed both the government and Ellie in those two paths. Ellie just wanted revenge on Henry for just leaving her in the wall, and The Toppats agreed to kick Henry off, he is just a traitor in that path. Sorry for my crappy comment, I understand that you chose Toppat civil warfare because there's not really any 'bad' endings with Ellie.
