It doesn't seem like a theme that suites Q-Bee. There are actually other characters that you face in this train. Its pretty random. So this is definitely not Q-Bee's stage but I do have to admit that the theme sounds similar to her Victory Theme though.
This stage is used for whichever character you fight before Jedah. It _can_ be Q-Bee, but it doesn't belong to anyone in particular (and it isn't even available in multiplayer unless you're playing a console port).

I thought it more suited Lord Raptor; makes sense: Iron Horse; the "Living Train", for an Undead Rocker, IMO

When I played this game, Q-bee never appeared in this stage, she always appears in Rikuo's stage for me, lol.

Iron horse iron terror is a generic theme for the Battle before last boss. No char specific.
