Yeah, when I was still working for the govt on an intel program/platform and just knowing that a couple unit operators actually modified the program by writing/adding/removing code to make it work how they wanted it to work. You don’t normally see door kickers writing code for major programs.
The Soviets seeded British Intelligence in the 1930s, as well as the FBI. OSS was seeded with Soviet moles as well, who then became OGs in the CIA. They know all the tradecraft.

Delta Force > CIA. CIA operators know they cannot control tier 1 operators or their operations. Tier 1 is the absolute tip of the spear, good luck trying to get them to do what you want them to do lol.
You have it backwards. CIA does choose targets. Tier 1 is tier 1 because they do exactly what is asked of them. It’s a SPECIAL relationship cia/dia/operators

Look up the whole debacle in Syria, where CIA field officers were pleading with their superiors because Delta operators (enlisted personnel) were literally calling in their own airstrikes outside of CIA's approval. Matter of fact, JSOC has completely taken over the CIA's paramilitary operations in majority of AOR's around the world. JSOC and the CIA do work together, but they are standalone agencies at the same time
Seems like a bit of a give and take. Back room politics probably play a part. How far up the chain is a Delta Force commander willing to say no to because he doesn't agree with sending his men. Which is arguably the first unit to create a culture of discretionary power when it comes to the missions they undertake.
@@em34ev3rDelta played a much larger role in Syria than most realize. I think Kyle Morgan said they increased in size just to handle the added operations. That being said why wouldn't Delta Operators call for Air? Especially if the support comes from the military side.
@em34ev3r my understanding is that the CIA has the Activity for when they need to take their missions 'kinetic', which essentially consists of handpicked members of tier 1 units used for field action, who fall under the Agency's command.
