It's a gesture of happiness in Japan. They keep their faces serious in pictures but they sometimes make the gesture to indicate that they're enjoying themselves.
All I can say is that the person who made this is the master at MMD. The walking motions are smooth, the clothes don't go flying everywhere, and it really looks they they're speaking when the mouths move.
