Time to travel 27Km at 100Km/h = 16min 12sec
Time to travel 27Km at 110Km/h = 14min 44sec
Time saved over 27Km by increasing from 100->110Km/h = 1min 28sec
Not worth the increase in fuel used or the decrease in margin for error.
But makes the Minister of Transport think he has achieved something transformational🤣
