Bikes can be taken to Kedarnath but when it comes to ladakh, you can take a rented bike to your hotel in Leh only. For local sightseeing you need to take a local bike on rent. Even, you can't take a borrowed bike to ladakh, it has to be your own bike. The local bike rental association has multiple checkpoints all over Ladakh and they do make sure that you are either riding your own bike or a Ladakh registered commercial bike. Hope this helps.
