In terms of dice value I can use timaeus to get 1 dice value each turn to equip a artifact that is cheaper/free dice cost.
In any context value is the quality of what you put in and get out compared. So in this case he spent 2 dice on the card to get 3 stacks on the sword. This is deemed a net positive for his damage and therfore "good" value.
