If it could sense them constantly, they would be locked in fight 24/7 and unable to get anywhere, meaning for example, few seconds after they landed it would be on them again and even if they managed to kill it, it would return in minute and attack them few times before they got to the horse, and attack them while Venom was in the horse and so on. If they wanted to save on budget, they would have gone for Venom cant come out at all, not he can partially come out. Full GCI body vs several "tentacles" and head etc, the budget saving is minimal to absolutely nothing, since they still had to go for GCI, in fact the full body one might be cheaper for them, since its full GCI, not something they have to perfectly line up with the actors body and movement at all times, like if Hardy slightly changes his standing posture, the spot that Venom is connected has to move with it, so they have to go frame by frame, while on the full body one, there is no invidual tentacles the whole time, or having to match it basically pixel perfect on target that is constantly moving and requires them to shift things by few pixels basically every frame.
That Xenophage just casually jumped 31K feet in a few seconds, then fell all the way down and healed in mere moments. Think it's fair to say that makes it unstoppable.
