It is the same as with India's policy on Nepal and neighbouring coutries. India doesn't want it's neighbouring countrries to grow as it wants to be depend on India heavily as such is case with Nepal, Bhutan, Srilanka, Maldives and Bangladesh. I remember 3 historic blockades when India did to Nepal as Nepal wanted to move trades more towards China.
