I don't know what to tell you. The show went out in December 1992. On the same tape were trailers for Sister Act in cinemas, which was released in November 1992. So unless the show was a repeat (unlikely from 1989) Joan either misspoke, or she was politely not giving the correct age for her daughter. Isn't it a common joke that every woman is 21?

I checked the whole episode, and Clive Anderson talks about it in his monologue at the start. Impossible! Joan says during the clip that her daughter Melissa is 21. Melissa Rivers was born in 1968. You do the math.
