Its the same with the people of Hinamizawa, Bernkastel let's Keiichi, Rena, Mion, and the rest of the good characters to succumb to the effects of the Paranoid Schizophrenia aka "Oyashiro Sama's curse" anyone could die at any second and then be revived in another timeline as if it was magical, well the characters always remember their own fatal deaths, the question for them is how could they remember they have been through such things but at the same time be alright as if everything just...just.. reseted to a normal, balanced state?
Oh come on, Bern was just playing the villain because she thought the story needed one after Beato turned into the tragic heroine. And initially she was helping Battler probably because she sympathized with being trapped in an endless loop of repeating murder.
She's talking to Battler but he doesn't hear or remember. Probably because he is (at that moment) a being of a lower dimension while Bern is in a dimension above (if I remember correctly Bern still compares it as a viewer on TV who cannot talk to the Characters). Bern knows this and yet he talks to Battler, it doesn't make much sense, That's why I believe she said it because she knew that a higher-dimensional being would be listening (the player). In that sense, it is very likely that she is actually breaking the fourth wall. I love Umineko for having a lore that allows this kind of interpretation.
People think her laugh is creepy, but in the original VN version of Higurashi Rei, you can hear children laughing after selecting a story. The spooky part is how real it sounds. It's a lot eerier than the laugh in Ni and Kai. It sounds like genuine laughter, and it's scary as sh*t.

The interesting thing about it is in the scene she never actually mentions Battler by name and only uses you during this scene which could be interpreted as her actually talking to you the player rather than Battler.
I think its purpose Is to be interpreted both ways. It can be Directed to both Battler and the reader of the visual novel. Eva Beatrice made it More explicit during the red ned of truth by adressing Battler with ghe phrase "All the humans that support you"

She also says the reason she's like that is because she's spent hundreds, maybe even thousands of years (she doesn't remember because she went insane from boredom) trying to escape an endless loop, put on her by Lambdadelta. She described it as trying to randomly type the sentence "The happy cat drank a bowl of milk" on a typewriter with all blank keys.

Bern's creepy when she laughs and smiles slyly at the end as I tend to regard her as unemotional acting. She's like the Eldar from Warhammer 40K, they don't laugh often but when they do, you're SO royally screwed and will likely die in a violent and creative way.
With the Craftworld Eldar, you at least have a (very small) chance that they won’t hurt you and if they do mean you harm, you’re guaranteed that dying is the worst they’ll do to you (even if the killing method is excruciating or otherwise horrid). If you’re dealing with Drukhari or Harlequins and they start laughing, though, God-Emperor help you. They won’t kill you, but whatever fate they have in store for you instead will make you wish they did.

Read it anyway whenever you have time, there's no need to rush a masterpiece. Trust me you won't get a better experience then the vn, but you could read the manga I guess
There's no easy way to cut out the useless crap in Umineko. If you do, there's a good chance you'll miss a good line of dialogue or a plot twist. You can skip chunks of the beginning of the first three episodes though, usually it's just boring banter among the family.
If you read the Novel you'll know She's talking to the Reader, in the VN She also directly look at you, it's quite creepy cause that happen in a Moment, but still It give you a idea~ BTW the VN Menus are like that too Cause the Moment you open the game you're trapped in that octagonal room too And the Witch (beato) was waiting for your coming back Cause afterall The game isn't really between battler and the Witch But it's more like you Who also Stay in that room and Need to resolve the Mystery by yourself in order to break free And going trough the Narrative arcs give you tips and materials in order to formulate the Solution of the Mystery
