One thing you missed on the brain part, larger animals like the Stegosaurus had a “secondary brain” which would help it’s reflexes. Godzilla has been shown to have said sacral brain in Godzilla vs MechaGodzilla 2.

I think Godzilla would actually avoid large cities. From Godzilla's perspective, cities would feel tight-fitting with uneven flooring. It would feel like stepping on a bunch of LEGOs. Rural areas would be better stomping grounds. Plenty of farm animals and grain silos to eat from.
Not when he can just clear a path with his Atomic Breath.
Also, Godzilla possesses nearly impenetrable skin and cellular regeneration. He might as well be stepping on memory foam. He is also a radiovore, he feeds on radiation, but he can switch to a carnivorous diet if he wants to.
