    2. SOUNDBITE: (English) Thomas Wilson, Army Specialist - 278th Regimental Combat Team:
"We've had troops in Iraq for coming up on for three years and we've all been staged here out of Kuwait. Now why do we soldiers have to dig through local land fields for pieces of scrap metal and compromised ballistic glass to up armour our vehicles and why don't we have those resources readily available to us." (applause and cheering from soldiers)
    3. SOUNDBITE (English) Donald Rumsfeld, US Defence Secretary:
"I missed the first part of your question, could you repeat that?"
    4. SOUNDBITE (English) Thomas Wilson, Army Specialist - 278th Regimental Combat Team:
"Our soldiers have been fighting in Iraq for coming up on three years. A lot of us are getting ready to move north real soon. Our vehicles are not armoured. We are are digging pieces of rusted scrap metal and compromised ballistic glass that has already been shot up, dropped, busted, picking the best out of this scrap to put on our vehicles go into combat. We do not have proper armour vehicles to carry with us north."
    5. SOUNDBITE (English) Donald Rumsfeld, US Defence Secretary:
"I talked to the general coming out here about the pace with which the vehicles are being armoured. They are being brought from all over the world wherever they are not needed to a place here where they are needed. I am told they are being.. the army is, I think it is something like 400 a month are being done and it is essentially a matter of physics. It isn't a matter of money, it isn't a matter on the part of the army of desire, it is a matter of production and capability of doing it. As you know, you go to war with the army you have not the army you might want or wish to have at a later time. Since the Iraq conflict began the army has been pressing ahead to produce the armour necessary, at a rate they believe, it is a greatly expanded rate from what existed previously, but it's a rate they believe is the rate all that can be accomplished at this moment."
    6. Cutaway of soldiers
    STORYLINE:
After delivering a pep talk in Camp Buehring, Kuwait, designed to energize US troops preparing to head for Iraq, Defense Secretary Donald H. Rumsfeld got a little "talking to" himself from disgruntled soldiers.
The soldiers complained to Rumsfeld about the lack of armour for their vehicles and long deployments, drawing a blunt retort from the Pentagon chief.
"You go to war with the Army you have," he said in a rare public airing of rank-and-file concerns among the troops.
In his prepared remarks earlier, Rumsfeld had urged the troops, mostly National Guard and Reserve soldiers, to discount critics of the war in Iraq and to help "win the test of wills" with the insurgents.
Some of soldiers, however, had criticisms of their own, not of the war itself but of how it is being fought.
Army Specialist Thomas Wilson, for example, of the 278th Regimental Combat Team, comprised mainly of citizen soldiers of the Tennessee Army National Guard, asked Rumsfeld in a question-and-answer session why vehicle armour is still in short supply, nearly three years after the war in Iraq began.
"Why do we soldiers have to dig through local landfills for pieces of scrap metal and compromised ballistic glass to uparmour our vehicles?" Wilson asked.
A big cheer arose from the approximately 2,300 soldiers in the cavernous hangar who assembled to see and hear the secretary of defence.

"You go to war with the army you have...."
Meaning, you go into battle even if your troops are ill equipped. Even if they don't have proper weapons or armor or tanks.

"Iraq-Bound Troops Confront Rumsfeld Over Lack of Armor
      By Eric Schmitt NYT
      Dec. 8, 2004
CAMP BUEHRING, Kuwait, Dec. 8 - In an extraordinary exchange at this remote desert camp, Defense Secretary Donald H. Rumsfeld found himself on the defensive today, fielding pointed questions from Iraq-bound troops who complained that they were being sent into combat with insufficient protection and aging equipment.
Specialist Thomas Wilson, a scout with a Tennessee National Guard unit scheduled to roll into Iraq this week, said soldiers had to scrounge through local landfills here for pieces of rusty scrap metal and bulletproof glass - what they called "hillbilly armor" - to bolt on to their trucks for protection against roadside bombs in Iraq.
"Why don't we have those resources readily available to us?" Specialist Wilson asked Mr. Rumsfeld, drawing cheers and applause from many of the 2,300 troops assembled in a cavernous hangar here to meet the secretary. Mr. Rumsfeld responded that the military was producing extra armor for Humvees and trucks as fast as possible.
A few minutes later, a soldier from the Idaho National Guard's 116th Armor Cavalry Brigade asked Mr. Rumsfeld what he and the Army were doing "to address shortages and antiquated equipment" National Guard soldiers heading to Iraq were struggling with.
Mr. Rumsfeld seemed taken aback by the question and a murmur began spreading through the ranks before he silenced them. "Now settle down, settle down," he said. "Hell, I'm an old man, it's early in the morning and I'm gathering my thoughts here."
He said all organizations had equipment, materials and spare parts of different vintages, but he expressed confidence that Army leaders were assigning the newest and best equipment to the troops headed for combat who needed it most.
Nonetheless, he warned that equipment shortages would probably continue to bedevil some American forces entering combat zones like Iraq. "You go to war with the army you have, not the army you might want or wish to have at a later time," Mr. Rumsfeld said.

Fuq u. The presidency, the House and the Senate were Republican controlled in 2005, 2006 and 2007
The Iraq War started March 20th, 2003
From the video "We've had troops in Iraq for coming up on for three years"
      Do the math ;)

John Smith yes, but if you have 55% republicans and 45% democrats, and 95% democrats vote no, and 10% republicans vote no, you still get a no and yes I still blame the democrats.

quezcatol can you provide a source to this lie? It wasn't money it was poor planning, poor execution, and yes the republicans shoved the military into Iraq to the tune of 2.5 billion a week. Contractors such as Cheney's Haliburton received 10s of billions in no bid contracts. All these republicans were war profiteering crony crooks. Disparaging to the nearly 5000 who died in Iraq to spew such partisan lies.

Adding on armor to Humvees damages their drivability and leads to more accidents and soldiers trapped underwater in canals and stuff.......the Idiocracy response to this was that Rumsfeld wasn't doing enough, but you have to get it right, and this wasn't 3 years into Iraq, it was December 2004, fairly early on into the Roadside Bomb era. Doesn't happen overnight, and there's risks involved to adding heavy weight on to parts of the vehicle that have to be factored in........more armor made Humvees super top-heavy, and they only started fixing that side effect recently.

Rumsfeld put us there. Shame we can’t ever ask for responsibility for mismanagement, it was just another mistake :)
