It's honestly a pretty generous offer, even the top end valuations of a human life fall under 10 million afaik, so getting a whole order of magnitude more money is a pretty good deal.
Of course the last bit is by far the most accurate, most "entrepreneurs" would take 5000 over a random person's life, and many of them do actually, knowingly profit from the deaths of other people.
