No, Roman and Neo are NOT like Harley and Joker. They're polar opposites. Harley is a woman afflicted with Stockholm Syndrome towards Joker, and their style often reflected that. Neo and Roman on the other hand have an implicated and deep trust in each other. They fight fluidly because of trust. Complete opposites.

If youre implying she has no voice, youd be wrong Neo has a voice actress who makes grunts during fights and such Its hard to hear during the actual scenes, but if you play cross tag battle you can hear her more clearly- they use the same voice actress for her there

Her eye color changes. During defensive moves, her eye colors correspond with her hair. During offense, her eyes or opposite to her hair. When attacked by Yang's mom, her eyes just turn silver or lose color.
As an alternative explanation, it may not be a choice. Her semblance seems to be mirror-like (smoke and mirrors minus the smoke), and a mirror image doesn't talk. It could be as simple as a side effect of her semblance.

I personally think that Neo has something to do with the bandits that raised the Brawnwen twins, I mean she has the exact same necklace as Raven and the animators aren't lazy with actually named character designs, even the teams seen in the Vytal Festival all were unique when they didn't really do much. Not to mention that one of the two times in the entire series she's anything but amused or cheery is when Raven confronts her. Neo managed to take down an entire ship full of trained soldiers in volume 4 completely on her own, and yet at the mere sight of Raven she gets scared, and the only other time this happens she's being thrown off a plane into skies full of Grimm which would probably worry Cinder herself. The only explanation as to why she's scared of Raven and not anybody else in this entire series is simple-She *knows* Raven. And the fact that Raven herself knew that Neo would kill Yang means that Raven at the very least knew what Neo was capable of, so both of them seem to at the least know each other, and the same necklace, the EXACT same necklace and Raven being so devoted to her tribe with all that she wears is a good sign that the necklace might have something to do with the bandit group which would make her actions and attitude make more sense, I mean even though she's silent she seems like the kind of person who would have similar ideals to Raven in the 'Yeah I don't care about anybody else, I'm gonna murder people' way.
So back to the abandoned barn with all the grim in the underground sewers... You can see the families that once lived there and there are 2 kids. One a red head boy who looks like Roman and the other a younger girl who resembles Neo except with all Brown hair, and we know her semblance can change appearances and to create illusions so her originally having brown hair could've caused this. So maybe the person she once loved as a childhood friend has become her only family and then she fell in love with that. Her knowing Raven is completely possible with the time gap of the barn photo to now. Neo fear of Raven must've been at a cost. That of which I suspect is PTSD. Neo wouldn't be an adult yet by the time she met Raven and we can see this since she isn't a threat to Roman even if she deranged Neo's mind forever. Neo must've been young enough to leave such a horrible impression. Neo also could've crossed Raven and have had her vocals taken away mentally or out of fear. That pushed her to sitting back and taking orders and she has so much potential power wise yet she chooses to obey. People who are raised to obey do not talk back. We all saw how scary Raven is and how she tricked a member of the tribe to think that she was the Summer maiden. If she made her powers cross as maiden worthy then how bad is Raven? Roman being a wise guy probably escalated the situation and Neo tried saving him out of love and yet she was tortured. This led to her sitting back and especially if it costed the person she loved getting hurt the one time she took charge.

Roman seems to care for her to a certain degree, look at his actions in the his last episode before he dies. He was following cinder because he had nothing to gain but something to lose and his reaction when neo was sent flying with umbrella seemed genuine.

Harley Quinn/Joker relationship? I'm calling bullshit on that. The Joker is an abusive prick towards Quinn and only sees her as a pawn. Roman, on the other hand, more likely sees Neo as a friend and equal. The scene where Ruby activates Neo's umbrella, causing her to be pulled off the airship, Roman reaches out and calls her name in a panic. That's not something the Joker would do for Harley. He might panic, sure, but most likely only because he doesn't have the hammer-toting jester to have his back, thus lessening his chance of success.
Joker and Harley is basically a selfish Pimp and a prostitute. As to where when I look at Neo and Roman it's just a really respectable boss who pretty much throws rank and formalities away.

The thing that killed me about Torchwicks "Death" was that it happened just moments after some of his best character development. Listen to how he screams "Neo NO!" If she was a professional, hired to watch him as others suggested, why would his voice have such a caring inflection? He is very clearly maddened by her floating away, and then goes on to speak about fighting and commiting crime because he has to, for reasons as yet unspecified. There is so much more to this character, and Roosterteeth have proven time and again master story crafters over the LONG haul. I refuse to beleive that Torchwick or Neo are dead, and that there is probably a long familylike history between them. Probably grew up in Vacuo(sp?) having to fight hard and commit crimes to survive, and somewhere along the way picked up Neo who learned to do the same.

She doesn't speak because she was originally put into the show ten days before the episode aired. She's been confirmed to have a VA already by Gray, they just haven't had her speak yet to continue the trend, as fans enjoy her as she is.

In Neo's fight with Yang, I noticed right before Neo is about to stab Yang and when Raven appears, Neo's eyes turn silver. You can even see it in this video here at 5:17 I think Ruby's mom isn't dead. I think something else happened to her the day she didn't come back, and I think the end result was Neo. We are told Summer Rose had silver eyes and can even see it in Qrow's old picture. I know it's not a lot to hold this theorie up, but the creators did say, eyes are very important and to pay close attention to them.
Well I don't really agree with you. You know Volume 3 Chapter 1 where we see Neo's eyes turned green in the Vytal Tournament(I think to hide her identity)? So that means her semblance might be eye color changing.
I noticed that too. Neo doesn't just change her eyes, in the fall of Beacon, we see she could change her whole outfit. But her semblance is still unclear because we also see her use a sort of glass or mirror when she leaves fights. But I think the semblance is disguise. And with her (rather disturbing) joy about stab Yang and the fear seeing Raven, the disguise slipped. But back to the point, I actually found something else to support the theorie Neo is Summer Rose. In Salem's counsel meeting, they said they dealt with her kind before and Salem seems to like making a lot of pawns. So it would be in her great interest to make her one.

I'm honestly not sure if she's even made any "fighting noises" in the show (though that might just be because no one's ever managed to land a solid enough hit in any of her fights to make her grunt or oof or anything like that). UPDATE EDIT: after rewatching the Vol.3 fight of Ruby vs Torchwick & Neo, I can confirm that Neo made a single barely audible gasp when Ruby presses the button to open her umbrella prior to her being blown off the airship. But so far, that's literally the only vocalization I'm aware of her ever making in the entire series.
The thing is she came in, in volume 2, they still didn't give her lines in Volume 3 and instead kept all of her "dialogue" to a text that she sent Roman about Ruby. Also it's much easier to give a reason why she is mute at this point rather than trying to explain why she hasn't said a word since she appeared.

could neo be a mostly non-verbal high functioning person with ASD? it would explain why her lack of talkativeness goes with a level of extroversion contrary to what one would think such a quiet person would have, and could explain how she picks up certain things so incredibly quickly, in spite of her apparent youth.
Goes to show that dialog isn't the only way to build character, it can be done in many ways and it forces viewers to read between the lines and think outside of the box instead of just being told what's what. Though I'll admit that Neo having so little screen time, as is common for side villains, so its hard to develop her beyond the few hints we get from her connection to Roman. We know there's a lot more history going on there than is evident, but despite the required criteria for development is present, there's just no time to explore any of it. A spinoff about Torchwick would be pretty cool, seeing him survive clashes with rival crime lords, authorities and hunters as well as how he met Neo, all while becoming the successful and skillful criminal that he was.

Glenn also had AI testing as one of their main sources of research (Please see RWBY: GE for more details... I think chapter 7 is when it pops up...). As a side note, I'd like to point out that if she is a robot, than it could explain why she was startled and unsure about what to do when Raven interrupted her kill as well as her muteness as likely had existed for years before Penny even if she isn't a robot. The reason for the muteness? What if that's something they were working on fixing before Mt. Glenn fell to the Grimm? Final thing I want to point out is that Neo Politian is based off of the Neapolitan right? Ice Cream is an artificial concoction of man, so yeah... Robot Ice Cream... Neo never bleeds because Neo's aura does not get depleted. She's only ever run from one fight that we've seen, Raven. Against all other challengers, however, she puts them in the fucking ground, and barely takes a hit, if any.
I'm pretty sure everyone's just over analyzing it. Roosterteeth tweeted out she's not mute. She was put into the show 10 days before it came out as a sort of filler. She doesn't talk because she doesn't have lines and there's no reason for her to do so. It is possible that Neo has vocal chords that are strong enough to make sounds like grunts, gasps and giggles, but not strong enough to create actual speech patterns 2: One of the lines of Neo’s theme song (One Thing, amazing song btw) is literally “Lost without a voice and on my own”. In other words, she’s “saying” that she doesn’t have a voice. If the reason that she doesn’t speak is because of something that happened to her in the past, she wouldn’t have “said” that. Being mute means having no voice at all. Not speaking means that you DO have a voice, you just don’t use it. ok guys if you look at Neo in the FIRST RTX in a Q&A panel the original author has explained that Neo is simply Mute her vocal cords didn't develop properly so she is PHYSICALLY INCAPABLE of Speaking anything close to words hence the grunting.
There's no real reason: The guys at RT created her at the very last minute, I think it was a week before the episode went up, that late. So naturally they didn't have a voice for her and they stuck with that. They might explain at some point why she's mute but for not the reason she's mute is really just circumstantial.

Actually, Roman Torchwick's voice actor, Gray G Haddock, has stated Neo has a voice actress, so maybe she just didn't want to let anyone know anything about her, including what she sounds like.

I also have a theory!! I think that Neo isn't able to talk because the Neo you see is a Illusion giving her all those abilities and the real Neo is somewhere else watching everything happen and controlling the illusion.
Neo could have been born a boy, who later got gender reassignment surgery botched, resulting in the Muteness, not to mention rejection by parents and old acquaintances. Later teams up with Roman (due to all the mascara he uses), who helps her get the advanced technology parasol that blocks all sorts of blast attacks. Whatever past is past. Neo is focused on whatever is needed at the moment. She mainly understands a certain personal weakness against absolute magic (backing down vs Raven (Vol 2) or Cinder (vol 6), punched by Oscar (vol 7), but is otherwise fearless.
But not all introverts need to be alone all the time and are actually fine hanging out in groups. I get your point, but I think you need to acknowledge that maybe she is an extraverted introvert, if indeed, she is introverted.

I remember watching this a few years ago when I first got into RWBY. I have since gotten out of it, but back then Neo was one of my favorites and still is. I got out of the show for a while, but have started watching it again and I am a little ways through Volume 7, and I think Neo makes more appearances in Volume 8 so I can't wait to get there in a week or so. I think she is one of the best and most interesting characters and I basically in love or something even though she has never said one word. I don't even think she has even grunted or made any sort of noise during a fight so far. She just sits there, nods, and maybe a few footsteps and the swooshes of a sword are heard.

Her eye color changes. During defensive moves, her eye colors correspond with her hair. During offense, her eyes or opposite to her hair. When attacked by Yang's mom, her eyes just turn silver or lose color.

As an alternative explanation, it may not be a choice. Her semblance seems to be mirror-like (smoke and mirrors minus the smoke), and a mirror image doesn't talk. It could be as simple as a side effect of her semblance.

I personally think that Neo has something to do with the bandits that raised the Brawnwen twins, I mean she has the exact same necklace as Raven and the animators aren't lazy with actually named character designs, even the teams seen in the Vytal Festival all were unique when they didn't really do much. Not to mention that one of the two times in the entire series she's anything but amused or cheery is when Raven confronts her. Neo managed to take down an entire ship full of trained soldiers in volume 4 completely on her own, and yet at the mere sight of Raven she gets scared, and the only other time this happens she's being thrown off a plane into skies full of Grimm which would probably worry Cinder herself. The only explanation as to why she's scared of Raven and not anybody else in this entire series is simple-She *knows* Raven. And the fact that Raven herself knew that Neo would kill Yang means that Raven at the very least knew what Neo was capable of, so both of them seem to at the least know each other, and the same necklace, the EXACT same necklace and Raven being so devoted to her tribe with all that she wears is a good sign that the necklace might have something to do with the bandit group which would make her actions and attitude make more sense, I mean even though she's silent she seems like the kind of person who would have similar ideals to Raven in the 'Yeah I don't care about anybody else, I'm gonna murder people' way.

So back to the abandoned barn with all the grim in the underground sewers... You can see the families that once lived there and there are 2 kids. One a red head boy who looks like Roman and the other a younger girl who resembles Neo except with all Brown hair, and we know her semblance can change appearances and to create illusions so her originally having brown hair could've caused this. So maybe the person she once loved as a childhood friend has become her only family and then she fell in love with that. Her knowing Raven is completely possible with the time gap of the barn photo to now. Neo fear of Raven must've been at a cost. That of which I suspect is PTSD. Neo wouldn't be an adult yet by the time she met Raven and we can see this since she isn't a threat to Roman even if she deranged Neo's mind forever. Neo must've been young enough to leave such a horrible impression. Neo also could've crossed Raven and have had her vocals taken away mentally or out of fear. That pushed her to sitting back and taking orders and she has so much potential power wise yet she chooses to obey. People who are raised to obey do not talk back. We all saw how scary Raven is and how she tricked a member of the tribe to think that she was the Summer maiden. If she made her powers cross as maiden worthy then how bad is Raven? Roman being a wise guy probably escalated the situation and Neo tried saving him out of love and yet she was tortured. This led to her sitting back and especially if it costed the person she loved getting hurt the one time she took charge.

Roman seems to care for her to a certain degree, look at his actions in the his last episode before he dies. He was following cinder because he had nothing to gain but something to lose and his reaction when neo was sent flying with umbrella seemed genuine.

Roman, on the other hand, more likely sees Neo as a friend and equal. The scene where Ruby activates Neo's umbrella, causing her to be pulled off the airship, Roman reaches out and calls her name in a panic. That's not something the Joker would do for Harley. He might panic, sure, but most likely only because he doesn't have the hammer-toting jester to have his back, thus lessening his chance of success.
Joker and Harley is basically a selfish Pimp and a prostitute. As to where when I look at Neo and Roman it's just a really respectable boss who pretty much throws rank and formalities away.
Roman's and Neo's relationship is the opposite of the relationship between The Joker and Harley Quinn. The first is built on love and respect and the other is manipulation, lies and abuse. Simple.

If she was a professional, hired to watch him as others suggested, why would his voice have such a caring inflection? He is very clearly maddened by her floating away, and then goes on to speak about fighting and commiting crime because he has to, for reasons as yet unspecified.
There is so much more to this character, and Roosterteeth have proven time and again master story crafters over the LONG haul.
I refuse to beleive that Torchwick or Neo are dead, and that there is probably a long familylike history between them. Probably grew up in Vacuo(sp?) having to fight hard and commit crimes to survive, and somewhere along the way picked up Neo who learned to do the same.

In Neo's fight with Yang, I noticed right before Neo is about to stab Yang and when Raven appears, Neo's eyes turn silver. You can even see it in this video here at 5:17 I think Ruby's mom isn't dead. I think something else happened to her the day she didn't come back, and I think the end result was Neo. We are told Summer Rose had silver eyes and can even see it in Qrow's old picture. I know it's not a lot to hold this theorie up, but the creators did say, eyes are very important and to pay close attention to them.

I noticed that too. Neo doesn't just change her eyes, in the fall of Beacon, we see she could change her whole outfit. But her semblance is still unclear because we also see her use a sort of glass or mirror when she leaves fights. But I think the semblance is disguise. And with her (rather disturbing) joy about stab Yang and the fear seeing Raven, the disguise slipped. But back to the point, I actually found something else to support the theorie Neo is Summer Rose. In Salem's counsel meeting, they said they dealt with her kind before and Salem seems to like making a lot of pawns. So it would be in her great interest to make her one.

I'm honestly not sure if she's even made any "fighting noises" in the show (though that might just be because no one's ever managed to land a solid enough hit in any of her fights to make her grunt or oof or anything like that).
UPDATE EDIT: after rewatching the Vol.3 fight of Ruby vs Torchwick & Neo, I can confirm that Neo made a single barely audible gasp when Ruby presses the button to open her umbrella prior to her being blown off the airship. But so far, that's literally the only vocalization I'm aware of her ever making in the entire series.

Goes to show that dialog isn't the only way to build character, it can be done in many ways and it forces viewers to read between the lines and think outside of the box instead of just being told what's what. Though I'll admit that Neo having so little screen time, as is common for side villains, so its hard to develop her beyond the few hints we get from her connection to Roman. We know there's a lot more history going on there than is evident, but despite the required criteria for development is present, there's just no time to explore any of it. A spinoff about Torchwick would be pretty cool, seeing him survive clashes with rival crime lords, authorities and hunters as well as how he met Neo, all while becoming the successful and skillful criminal that he was.

I had a theory that maybe Penny wasn't created by Atlas after all... but what if she was but wasn't actually the first of her kind, that is to say what if Penny wasn't the first Artificial Intelligence to become capable of creating an Aura...
Granted, I don't know if there is evidence tying Neo to Mt. Glenn outside of the Train from the end of Volume 2, but for that matter we have never seen her bleed either right? What if she was a construct lost in the world with no fear, no negative emotions to attract the Grimm, but along side having nobody to take responsibility for her... Until Torchwick came around and decided to train her in the art of crime.
As a side note, I'd like to point out that if she is a robot, than it could explain why she was startled and unsure about what to do when Raven interrupted her kill as well as her muteness as likely had existed for years before Penny even if she isn't a robot. The reason for the muteness? What if that's something they were working on fixing before Mt. Glenn fell to the Grimm?
Final thing I want to point out is that Neo Politian is based off of the Neapolitan right? Ice Cream is an artificial concoction of man, so yeah... Robot Ice Cream... That is a more terrifying combo than Rocky Road and Cookies and Cream... Maybe even more terrifying than Peanut Butter Cup and Cookie Dough... The chills... Oh wait, that's a fitting joke actually... And before you say that someone mute can’t make noises like grunts or gasps, I’d like to politely disagree for two reasons
1: To speak, you need a voice. But you don’t necessarily need a voice to make noises. It is possible that Neo has vocal chords that are strong enough to make sounds like grunts, gasps and giggles, but not strong enough to create actual speech patterns
2: One of the lines of Neo’s theme song (One Thing, amazing song btw) is literally “Lost without a voice and on my own”. In other words, she’s “saying” that she doesn’t have a voice. If the reason that she doesn’t speak is because of something that happened to her in the past, she wouldn’t have “said” that. Being mute means having no voice at all. Not speaking means that you DO have a voice, you just don’t use it. And what Neo “said” matches more with the first option

Yeah, she was born with a problem in her vocal chords, I don't understand why people always try to find a tragic backstory, I mean, Neo was for sure a sad kid but it's not like she was psychally abused or had a terrible trauma
ok guys if you look at Neo in the FIRST RTX in a Q&A panel the original author has explained that Neo is simply Mute her vocal cords didn't develop properly so she is PHYSICALLY INCAPABLE of Speaking anything close to words hence the grunting.

There's no real reason: The guys at RT created her at the very last minute, I think it was a week before the episode went up, that late. So naturally they didn't have a voice for her and they stuck with that. They might explain at some point why she's mute but for not the reason she's mute is really just circumstantial.

she's a mute yet she has an accredited voice actress. they may intend for her to speak at some point
the reasons shes mute is because they found a VA 2 days before she was introduce into the main plot of the story which isnt enough time to get voice lines and edit the show again

Actually, Roman Torchwick's voice actor, Gray G Haddock, has stated Neo has a voice actress, so maybe she just didn't want to let anyone know anything about her, including what she sounds like.

I think that Neo isn't able to talk because the Neo you see is a Illusion giving her all those abilities and the real Neo is somewhere else watching everything happen and controlling the illusion.

Later teams up with Roman (due to all the mascara he uses), who helps her get the advanced technology parasol that blocks all sorts of blast attacks. Whatever past is past. Neo is focused on whatever is needed at the moment. She mainly understands a certain personal weakness against absolute magic (backing down vs Raven (Vol 2) or Cinder (vol 6), punched by Oscar (vol 7), but is otherwise fearless.

But not all introverts need to be alone all the time and are actually fine hanging out in groups. I get your point, but I think you need to acknowledge that maybe she is an extraverted introvert, if indeed, she is introverted.

I remember watching this a few years ago when I first got into RWBY. I have since gotten out of it, but back then Neo was one of my favorites and still is. I got out of the show for a while, but have started watching it again and I am a little ways through Volume 7, and I think Neo makes more appearances in Volume 8 so I can't wait to get there in a week or so. I think she is one of the best and most interesting characters and I basically in love or something even though she has never said one word. I don't even think she has even grunted or made any sort of noise during a fight so far. She just sits there, nods, and maybe a few footsteps and the swooshes of a sword are heard.

They did. In "The World of RWBY: Official Companion". In summary, they couldn't find an approved voice for Neo so they just made her not speak. That's it.
