You have to appear the same way during your interview as the photo you have uploaded. With or without beard.

Try using both email and phone number. Also check your email for RID which must have been generated at the time of registration. Try to use a PC for the application process.

Yes you can but By the end of 6 months after result declaration you should have your ICC and degree.

You can write to UPSC stating your reasons, if legitimate they can give you more time.

Mera rank 388 tha and Mera cadre CGHS hai, transfers do happen but in CGHS the frequency is not so much.
