Yes check in, you are allowed on the island just not on the infrastructure as far as Can tell, also had people challenge me over it, twice, and in the end nothing came of it because of the official law. However had to swim asore cause not allowed to use the jetty. It’s being setup of commercial purposes which as far as could tell was mostly public money. Like many things including roads that now have gates that have been shut off to the public that tax payer money paid for. Kinda find it all a little corrupt. However respect and be careful, Minimul impact and damage is critical, and really personally think that places like that should be accessible but because of the penguins (which are on a large number of southwest islands) they should be some controls from hunters and collectors.
