Your using commanders though, i dont have those except cmdr. America(Artilerry leader) , i tried doing this and retracing the exact steps in game and it stl didnt work, this is probably my 18th fail and i havent managed to come up with a perfect plan to do it, because that stupid manstein general which keeps getting my tanks and panzers fallen, it might look easy but its ridiculously hard to conquer.
Does this mission need high lv generals and high stats? If so, then its impossible since i cant level up anymore bcs battle of kursk is blocking me to ascend the next lv and upgrade anything

If you don't have strong generals, the best way to win is place all your troops south to defend against German attacks. I advise you however to put a general on the heavy tank guarding Kiev so it can last longer since the Germans will also keep bombing Kiev. Keep them on guard and remember to kill Manstein's heavy tank and make sure that someone among your troops stay to guard your oil source(sometimes when German troops are low they rush towards my oil source). Once Manstein has died, you can start pushing towards Minsk. Don't mind if Rokossovsky dies, it is quite inevitable I say. It might demoralize your troops but it doesn't really affect you much.
One thing you should remember is that your artillery general should have high HP before pushing towards Minsk so he can inflict a lot of damage. I recommend you destroy the land fort beside Minsk first. Don't worry cause around this time your reinforcements(including Konev) should be currently near Minsk. They will inflict most of the damage. With this strategy, I managed to get 3 stars in bronze and 2 stars in silver. On bronze, I didn't have a strong general while on silver I had already bought Clark by then.

Been a long time since I last touched this game:
- all of the generals used were obtained freely (if you read the description, they all have roles and you can even combine some roles, e.g., air with tank)
- all the resources you gain should be spent on bombing Manstein, decreasing his HP before he can reach you (hence the air force general)
- focus on defense first, then go on offense.
If you still have some difficulties, i.e. the strategy doesn't work, try inventing one yourself/adapting to the situation!

Однажды для меня было сложно пройти, но на попытке 4 , без всяких высокоуровневых генералов, мне удалось пройти этот уровень
А когда с взломом то стало намного быстрей , но все же даже читы не помогут пройти уровни, так что надо думать головой

Primero debes cubrir el flanco sur, de donde vienen el ejército de abajo, e ir bombardeando con bombas al Tanque del General Manstein, hasta dejarlo muy debilitado y luego rodearlo y acabarlo, siempre protegiendo bien Kiev, luego vas y capturas Minsk con tus otros aliados.

Keep at it its kind of tough in spots, but it works. Even on 2 tier ( silver) you may have to make a minor change as his troops may be a little higher.

Gotta keep on trying. It's been a long time since I last played this game but if I do recall, the entire tactic is to get Manstein super low.
