This cartoon's art style reminds me a lot of this late-90's arcade game called CarnEvil, if anyone remembers that game. Both give off that sort of surreal, creepy vibe that glues you to the screen in a state of dread, yet intrigue.
It also helps that they're both centered around a circus...
