I did something similar in London in the 80s, Coach driver, roadworks partially blocking the road at island, as I did what you did a car came out of a junction crossing give way road markings and we collided, cost me a fine and points even the police moved some of the cones to widen the road but still prosecuted me.
Is it legal for that car owner to restrict the width of the highway at that point? No. Is the instructor the person in charge of the truck or bus? - yes. Should the central refuge actually be there ? Arguably no..

Well the tester isn’t going to want to sit there until the car is moved. If the owners are on holiday, a 2 week driving test is a bit excessive

if you were on a test could you stop and tell the examiner that you were going to ring the police to get the car moved?
Is that move legal? And can someone do it on a test ?

If there been a crash you would go around it I can’t see any problem at all mountains and molehills come to mind
