    Estaba mejor dicho y el otro/a ni se diga, I don't use that expression but I think that's used depending on the context, for example maybe at a party a couple o people got drunk let's say Pedro y su hermano then "Pedro estaba mejor dicho y el hermano ni se diga" that means they were very intoxicated that's what I think It really is a peculiar expression, humm we're in a toss-up now 2-2 I got hit one in the liver and one in the head with a cow and a cake hahaha Saludos.
