Yes, urban upper caste Hindus are the core of Modi's voter base. They oppose reservation and social policies apart from infrastructure which benefits them.
Under Modi there have been significant cuts in social programmes like midday meals for children of about 65 percent. There have been cuts in spending in medical services. Education budget has been cut.
This voter base is also the one who has benefited from loan write-offs. Under BJP the banks wrote off 20 times more corporate loans than under UPA. It is little wonder that economists are forecasting a major economic crisis for India in the coming 6-7 months.
