That means that this specific effect goes on in chain link 1, and if for example your opponent wants to chain a bottomless trap hole to this monster summon they can! But in most of the cases that will not prevent the effect of the monster from resolving as many of the monsters don't need to be face up in resolution to fulfill their effects. That gives the turn player an advantage to complete their monsters effect on summon. Priority was removed from the game at 2012.
