I know I am 8 years late, but these silicone pieces are made in molds and then applied by skin friendly glue. The molds are made by getting an imprint of her face with either clay or similiar.
I love this makeup and I love this doctor who theme from the score. Easily my favorite piece of music on the show, and such an epic feeling 😁😁😁

I am assuming this is not a bbc makeup artist, as he seems be making a bit of a meal of it.
I much prefer the Silurians of the classic era...they've made these far too human
