Government's 'pasty tax' u-turn

The government has reportedly reversed a plan to introduce VAT on pasties.

This has to be one of the most incredulous decisions/u-turns of any government, ever. I'm almost sure I'm potentially wrong about that and I welcome any rebuttals.
