The game does this and I hope they don't continue it in Storm Connections and just make it flat difficulty levels but what the games have done so far is start you on easy, then slowly work the difficulty up as you progress through the story. But even the most difficult level it's a very easy game. I dare say you could beat most of the games using two buttons and there's even ways to exploit the AI, like if you use your supports and then do an ultimate, the AI takes the ultimate because for the most part, they sub the supports and fall into the jutsu if not NEVER using a sub to begin with.
