It's not always about developing within the country. Sometimes we need to do things in our interest whether we like it or not. Maldives being at a strategically important geographical location. If we won't do this china would trap them under their debt trap which is not good for India.

Maldives location in Indian ocean makes it an important country for India's strategic point. Letting it go free in China clutches will be against Indian influence in Indian Ocean.
A conditional loan facility should be extended rather than grant in aid, which can be used as leverage to contain anti India sentiments in Maldives and to increase Indian presence in Maldives market.
