The thieves arent flinching because of the noise, they're flinching because the dude didn't let go; and 9 times out of 10 if their grip is that strong, they're about to throw a punch in your face to make you let go. The first prongs keep the charge jumping between each other when no contact is made, and when contact is made beyond the threshold of the given voltage, it arcs between the larger more spaced terminals, and presumably anything in between them. This flashlight taser does not feature those extra safety prongs, it arcs across the face of the flashlight the whole time. This means it can jump through your clothing on accident, or if you're dry firing it in the air, it can arc to your fingers if they're too close to the electrodes, though "too close" is usually a few millimeters unless you're somehow dealing with tens of thousands of volts.
