Fr Altman is one in thousands. In all my years I’ve heard one priest talk about abortion in mass and zero talk about homosexuality.
It was probably, because such clergy are themselves homosexuals.

This is not the problem. Bishops are rulers by definition. There was a time when the church had 1000s of holy Bishops. This is not the problem.
