I am wondering about the 11 elders comment. Joseph is not mentioned in the allotment because he gets two tribes "The sons of Joseph according to their clans: Manasseh and Ephraim." Numbers 26:28 It is Levi that does not get a territory. Even so there are still 12 (-Joseph and Levi + Manasseh and Ephraim) David's Census leaves out Gad and Asher (children of Leah's Servant) but adds in another 1/2 tribe for Manasseh and Arron (Still 12) Rev 7 has Joseph for Ephraim and Manasseh for Dan -again still 12??
