It happened to me too. This is my theory: if you use the max level code, your health bar size increases, but it's filled with just the amount you have in the level you was when you entered the code. In other words, you have a lvl 99 health bar but filled with amonut from a lvl 1 character. Just get some health orbs and you'll fill everything to the max
Last time I tried on PC I was using a controller, so I don't know the key when using the keyboard. Try either enter or esc, they're normally the start correspondent in keyboards

The start button is the start button... 🤔 See in the video, there's a sound effect that confirms the code BUT there's a different sound effect if you just enter the directional keys without pressing start... remember, you must press start to activate the code. Maybe you're not doing at the right speed like I was doing in the video, I don't know... but trust me, I used these codes since I got the game, I never had any problems. Just keep trying
