No you can’t. 90-95% universities don’t accept it. You have to give IELTS or TOEFL score. However, if your schooling is done from ICSE/GCSE board (10th class certificate) then at least 50% universities consider it. All the best 😊

Regarding application procedure, I don't think you need to worry about that and it's a very simple procedure. In case of any doubts just email the university admission team and they will sort it out for you. Remember don't hesitate or doubt yourself. Hi, kindly check the condition mentioned on your offer letter. If it requires IELTS scores then you have to provide the same. However, while applying for the Scholarship application you don’t need that. Simply mention the University name and that it. Meanwhile, apply for the IELTS test.

There is no fees for getting offer letter. If you don’t get the scholarship then you can’t apply further and your admission will be cancelled.

Thanks for reaching out. Apply for the passport ASAP. Then apply for the scholarship. In the scholarship section you will have to fill the 3 colleges details. So better do the shortlisting of the college as well and apply for the admission to get the offer letter.
Regarding, English test, few universities accept English proficiency certificates (very rare) so better you give the IELTS as well.
