They intends to kill as many as possible, holding no hostages, and asking no random or getaway vehicles. Intelligence, vigilance and resolve are essential to defeat them.
If it's a terrorist attack, they will not only be equipped with a revolver, at leave a smg or a assault rifle, and some bombsuit, possibly LMG and CRBN weapons too, hkpd underestimated the terrorist ability to get firearm with high firepower such as the cheap but realible AK47 or Mac10,terrorist attack are not for money or ransom,but huge casualtues.

@@MatthewInstrumentalMusic 雖然霰彈槍散布比步槍彈手槍彈大不適合拯救人質使用但假如使用者自己本身槍法爛不管用什麼槍都會誤傷人質。另外霰彈槍通常是拿來攻堅用的，破門、近距離火力壓制等等，很少會在室內有人質的時候用。當然打殲滅戰就可以不管了

飛虎隊作為香港特種警察單位的王牌，怎麼可能說出動就出動？如果ctru能夠處理那就不需要飛虎出馬，合理的利用武力才是王道。如果隨便一場案件都要飛虎處理那就是真的浪費資源，要知道殺雞焉用牛刀？就好像美軍普通的特種行動交給綠扁帽，高難度特種任務交給三角洲是同一個道理。到場的警務單位會先評估事件的風險程度再來判斷應該用什麼單位進行處理
