Once you’re out, if you leave with an honorable discharge the best you get is access to the base, GI bill & military discount but the passport is up to you at that point. I’m guessing he’s been out for a while so it makes sense. My mom was based in Germany as well but she’s a retired veteran and needs a passport to gain access.
