They're both at fault when Cirrus blackmailed him and Skylar taking pictures illegally. And Cirrus would definitely stood up and said he was doing something illegal lmao. And Skylar quite stalks Chan-il arround the school, taking pictures.
while i agree they weren't normal photos, taking photos of a person in public spaces isn't actually a crime, doesn't make it any less bad, but the moment you sign up for a school, you also sign off permission for photography and videography.
