I think that it's a bit poetic in a sense. It kind of mirrors the fight that Todoroki had with Murayama when Todoroki first arrived at Oya. And it also mirrors the fight that Murayama had with Cobra.
Ryo is stronger and faster than Fujio. But Fujio's durability is above Ryo. If you've seen the movie, you'll know that Fujio takes a lot more punches than Ryo. Honestly, I wanna see Tsukasa fought someone who's par with him since he lose a fight to Ryo.

Fujio, Todoroki, and Yuken was tired and bruised from fighting multiple people before in the final battle before they got to the gym where Ryo was just chilling. And on top of that Ryo had folks fighting with him at first in the gym. In a fair 1v1 fight with a fully refreshed Fujio, Todoroki, and Yuken, Ryo would’ve lost to at least to most of them.
Dont get it twisted. He is strong. Fujio said it himself. Do not base his strength just by the ending fight scene. Know their background as well. Ryo is the leader of his former school before transferring to Senomon High to join Amagai. Also, Amagai became the leader of Senomon mostly bcoz Ryo handled most of the dirty work or fight scene. Amagai will not have him as his right-hand man if he's not strong. Fujio even wants another battle with him bcoz he finds him capable.
