Isn't the revision and improvement of legislation already done by standing committees and, err, members of the commons themselves?
rarely, the members of the house of commons are not experts, they are elected politicans, they follow the whips and listen to their leaders.

GET RID OF LORDS! Unelected scoundrels & a waste of money.
Unelected is the point genius, they are there to act as counterweight to popularity contests and to prevent the formation of demagogueries like the US. The candy shop owner who gives out free candy is obviously going to be more popular than the dentists who prevents you from eating sweets. Growing up is realising that the dentist is necessary and the candy shop owner only cares about his gains and not your health.
