actually it's our necessity it's our compulsion as we are not meeting the condition of travelling salesman if we take zero in first row and as for third column zero is not problematic
Zero is creating problem for the first row that's i s why!!!

At 10:59 in second row there are two zeros. if there would have been 1 and two zeros then should we assign 1 in second row and cancel both the zeros.?

for this case you can not assign 1. Firstly we consider zero, if assignment is not possible for rows then you will have to check column wise.
