Hal doesn't know how to be a true hero, since he forgot that powers were supposed to be used for good, not to be used for fun. He also forgot that heroes don't reveal their identity, unless they want to.
Well, they CAN reveal their identity, it’s just more practical not to. I mean, Metro Man didn’t have a secret identity.
That’s how he started abusing his powers. And he thinks that being a hero it’s just about finding love and getting the girl, but surely a hero can find love but a hero is a good guy who saves lives of millions
Yeah, power brings who you really are inside the rest of the way out as evidence by how Hal abuses his powers for his own goals(getting in Roxanne's pants via literally almost killing her in the process) which he decided to use for villainy when his goals backfired on him.
"I'd be watching you, like a dingo watches a human baby.” - Hal Stewart. And he didn't have superpowers yet by then.
Just to reiterate that Megamind ROYALLY messed up when he decided he would be a good substitute for Metroman.
He thought he would make a good superhero JUST because he didn’t have a criminal record.

Eh, Syndrome just wanted to give everyone powers. Less selfish... it's not like he wanted mass genocide.
His motivation was only to screw over Mr. incredible, but the act itself is more neutral than either good or bad, depending on how you see it. Sure bad people would get powers, but so would good people, so the field would still be equal.
Nah, Syndrome is WAY smarter than Tighten. Also, Syndrome wants to be famous while Tighten just wanted to date Roxanne.

You can say that Metro Man is the real villain, since he knocked Megamind's escape pod around without hesitation and caused Megamind to end up in some prison! Where he was manipulated to be the bad guy! And Metro Man grew up in a fancy home to be raised with good habits! Thus, causing all the good guy vs bad guy fights and battles!
