Should have picked Japan. Even though drones can be upgraded, flying drones are fast (can fly over any terrain, especially good underground and tunnels). You get flying drones from the start. Quickly mining metals is also nice as it is used more than concrete. Japan's perks aren't overly OP and last long / doesn't limit your play style. Getting extra (probes, cargo pod, etc.) is only good early. You always need metals.
