In case any of you non Australians under the age of 30 did not know, that was Peter Russel Clark the Doctor regenerated into. For fun, go look at his bloopers of his family friendly cooking show where he curses up a storm.
I actually remember this skit, and loved it. The particular skit appears briefly on the Late Show Champagne Edition DVD, if you have the totally awesome audio commentary on, Tony Martin mentions the unhappy Doctor Who fans who complained about this. Like A Tiger! :)
