I think because it's not only our brain that is making all the decision, it's also our souls. If we will think mechanically, to counter attack when we are attacked, the decision will be easy. That's why going nuclear can't be entrusted to an AI. It's not a simple case of having been hit, to hit back, it's also about not endangering the innocents on either side. Men have the wisdom to try to control the situation, to prevent it from getting out of hand. And as much as possible to take down only the culprits. For the Christians, we are taught to rather forgive, to talk it over if possible, consequently to control the situation, and prevent escalation. And the reason most people worry if a fanatically Islamic nation possess a nuclear weapon is because they have no qualms to destroy nations that they think are enemies of their Allah, and they are not afraid of the retaliation either, for they believe dying for the cause of their Allah ensure their going to paradise.
