That's because of compounding ,
For example if you have 100 rupees and you grow it by a rate of 7% then you will get 107 rupees , which means a profit of 7 rupees , but if you have a 1000 rupees and you grow it by the same rate of 7% you will get 1070 rs which means a profit of 70 rs , although the growth rate will be the same in both cases
And this is what is happening with our economy , in the past our economy was very small so even big growth rates didn't make much of a difference but now our economy has became large so with similar growth rate we will grow more economy
