It's specifically stated that it exists as a possible world within the book, but the way the book works is by swapping out possibilities for the real world, that's how it controls/manifests certain events. Since Beast isn't the "true" world, the one existing outside of the book, that means no one's written in it. Otherwise it would've been exchanged for the real world.
