Cus 1, black hat and flug have stated in the powerpuff girl’s episode that they don’t like the idea of love at all. 2, Damencia would probably kill flug if he ever confessed to him. 3, it just seems like people only ship these two is because it’s gay, not that being gay is bad it just seems kinda forced. Edit: Alright, since season 1 of Villainous is out I will change the first point. Flug does feel love even though he hasn’t had the best of luck with it but Black Hat still stands since he doesn’t like the idea of it.
